How did Toshimichi Okubo experience change after 1868?

in many of the books i've read he is called Toshimichi!
Toshimichi Okubo is correct.
His first name 利通 can be read both ways. But Toshimichi is correct.
As the Finance Minister (first) and as the Home Minister (later), he laid the foundation of the Meiji govt. His contribution to the Meiji restoration and establishment of modern Japan is enormous.
But, I (personally) think he made a serious mistake by concentrating too much power on Emperor and military for the national security against what he called "western imperialism into Asia."
